Not only NBC, when I was a child my local CBS also played this ditty right after the recorded announcement “We are now experiencing technical difficulties, regular programming will resume momentarily.” With a goofy still in the background, you could tell things were messed when the whole song got played on a loop more than 3 times until the shows got going again.
